    VETS Inc. is hiring for a full time Contract Specialist/Team Lead to support one of our Government Contracts in Bethesda, MD.

     

    *This position is contingent upon award.

    Responsibilities

    • Provide support to the Acquisition Management Services (AMS) within the Program Support Center (PSC) of the U.S. Department of Health and Human Services (HHS).
    •  The Contract Specialist (CS) will work with acquisition teams including the HHS Contracting Officer (CO), CS, Contracting Officer’s Representative (COR), Program Office representatives and other parties. The CS leads pre award procurement action from initialization through contract award. The CS leads the acquisition team in the development of the procurement action Statement of Work (SOW), independent Government Cost Estimate (IGCE), technical evaluation factors, award decision memo and all other procurement related documentation.
    •  Review procurement requests, together with related specifications, plan, and statements of work or purchase descriptions to determine if they are complete.
    •  Provide information to enable the CO (Contracting Officer) to determine proper contract approach, firm fixed price, cost-plus fixed fee, time and materials, etc.
    •  Prepare and develop for COs signature, solicitation documents, such as Screening Information Requests, Request for Proposals, Requests for Offers, and Request for Quotes, as well as the appropriate contract award documents, including purchase orders
    •  Perform analysis of quotes, offers and proposals received. Provide information for the use of the CO in the negotiation process.
    •  Provide information to the CO for determinations on responsiveness and responsibility, contract cost and pricing, proposals, Government performance evaluation and past performance.
    •  Prepare final contract documents for award by a CO and prepares supporting documents relating to award decisions.
    •  Provide information to assist the CO in resolving problem areas in contract performance. Records data on Contractor performance for COs use in evaluating Contractors performance.
    •  Prepare amendments of solicitations or contract modifications to reflect the Government's requirement.
    •  Monitor the progress of deliveries, initiating follow-ups and reports findings of the factors causing delivery delays or otherwise affecting ordering terms and conditions to a CO.
    •  Distribute delivery and purchase orders and prepare responses to inquiries.
    •  Prepare cost and price analysis in accordance with applicable regulations and manuals.
    •  Recommend potential negotiation objectives using audit reports, technical analysis reports and pricing reports from other Government agencies or commercial entities for a CO to use.
    •  Prepare spreadsheets and pricing reports/memos in an easily understood, responsive and timely manner.
    •  Analyze prospective financial statements and prepare reports for use by the CO regarding the financial responsibility of a prospective Contractor (financial pre-award survey).
    •  Analyze salary and wage data submitted with proposals using pricing indices such as the Consumers Price Index and the Producers Price Index, etc.
    •  Analyze delivery delinquencies and performance discrepancies and recommends actions to implement

    Qualifications

    • 5-8 years of relevant experience
    • Strong problem-solving skills
    • Excellent interpersonal and communication skills
    • Excellent organizational skills
    • BA/BS in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    • Must be able to obtain Public Trust clearance
