Responsible for the preparation and processing of semi-monthly payroll for 150 - 200 employees in multiple states; review and ensure accuracy of approved timesheets; track and deduct all pre and post-tax payroll deductions;
First point of contact for employees in matters of time, attendance and payroll
Assist and respond to employees on payroll related inquiries in a timely manner
Responsible for the coordination of efforts between payroll, human resources, finance and other departments to ensure proper flow and maintenance of employee data (including preparation/distribution of detailed reports, e.g. labor reports, overtime, leave balances, Paid Time Off (PTO), floating holidays, Health Savings Accounts (HSA), new hires and termination rosters, employee garnishments and retirement contribution and loan reports)
Handle the administration of the electronic timekeeping system. Set up each employee, assign proper codes for each employee's charges, and adherence to FLSA; monitor submissions of approved timesheets, ensure valid data transfers to/from payroll service
Establish/maintain employee payroll records; ensure that employee changes (i.e. withholdings, job titles, direct deposit accounts, department/division transfers, addresses, salary, deferrals and deductions, etc.) are entered correctly and made on a timely basis; review changes for proper authorization and adherence to APA policy including compliance with federal/state/local regulations
Calculate and compute salaries, wages and overtime wages as well as deductions. Submit payroll and related reports to the finance or other related departments in a timely manner.
Initiate and maintain multiple state registered agents in coordination with Accounting;
Oversee filing of quarterly and annual state tax filings; reconciliation of payrolls and tax filings.
Monitoring all tasks necessary to accomplish the organization’s payroll processing objectives, including relationships with external auditors and state and federal agencies
Associate Degree in Business Administration/Finance desired
Certified Payroll Professional (CPP) or other payroll certification desired
Three current years in a Payroll Office performing all payroll functions required; Five years additional payroll office experience in lieu of Associate's degree
Excellent skills using MS Office 2013, to include Word, Excel, and Outlook Mail; Internet Explorer and Google Chrome
Experience with Government Contracting Accounting Software (i.e. Deltek - Costpoint, Unanet); Familiarity with Defense Contract Audit Agency (DCAA) regulations
Ability to work with various levels of management and departments (i.e. CEO, Human Resources, AP, AR, Project Managers, Program Managers, etc.)
Extremely detail orientated person with significant knowledge of payroll administration, including multi state and federal regulations;
Strong skills using and understanding the flow of transactions in an integrated and automated payroll accounting system, to include 3rd party payroll vendor system and HRIS;
Ability to maintain confidentiality and exercise extreme discretion;
Excellent problem solving/judgment skills, and high level of attention to detail and accuracy;
Strong organizational skills, and the ability to work under pressure
Ability to handle and prioritize multiple tasks and meet all deadlines
